First-Time HDB Buyer in Singapore: What You Actually Need to Know
Buying your first HDB in Singapore involves more steps, rules, and jargon than most first-timers expect. This guide cuts through the noise and focuses on what actually matters when you're making this decision.
BTO vs resale: which is right for you?
The first question most first-time buyers face is whether to apply for a BTO (Build-To-Order) flat from HDB or buy a resale flat on the open market.
BTO flats are new, typically priced below resale, and come with grants for eligible buyers. The downside is the wait: from application to key collection can take 3 to 5 years, sometimes longer. If you need a home soon, BTO is usually not the answer.
Resale flats are available immediately and give you more choice in location, flat size, and floor level. You can also use CPF grants for resale purchases. The trade-off is that resale flats are priced by the market and may have a shorter remaining lease depending on the flat's age.
Understanding the HDB loan vs bank loan decision
First-time buyers generally have two financing options: an HDB Concessionary Loan or a bank loan.
The HDB loan has a fixed interest rate of 2.6 percent (pegged to CPF OA rate plus 0.1 percent) and requires a 10 percent downpayment, all of which can come from CPF. It is generally more stable and forgiving if your income fluctuates.
Bank loans currently offer lower interest rates but are variable and can change. They require a minimum cash downpayment of 5 percent of the purchase price, with a further 20 percent that can come from CPF. If you go with a bank loan, make sure you understand how your monthly instalments would change if interest rates rise.
The grants available to first-time buyers
HDB offers several grants that can significantly reduce your purchase cost. The CPF Housing Grant for resale flats can go up to $80,000 depending on income and flat size. The Enhanced CPF Housing Grant (EHG) provides additional support for buyers with lower incomes. There are also proximity grants if you're buying near your parents.
Grant eligibility depends on your income ceiling, citizenship status, and whether you've previously received housing subsidies. Check the HDB website for the current grant amounts and conditions, or ask me to walk you through what you qualify for.
What is an OTP and how does it work?
The Option to Purchase (OTP) is the legal document that gives you the right to buy the flat. For HDB resale, the seller grants you the OTP at an agreed Option Fee (up to $1,000). You then have 21 days to decide whether to exercise it by paying the Exercise Fee and submitting your HDB resale application.
Once the OTP is exercised, both parties submit their applications to HDB. HDB will schedule a First Appointment (where the transaction is officially registered) and later a Completion Appointment (where ownership transfers and keys are handed over).
What surprises first-time buyers most
The timeline is longer than expected. From OTP to key collection for a resale flat typically takes 8 to 12 weeks after the First Appointment. Plan your moving arrangements accordingly.
Also: always factor in renovation costs. A resale flat may need significant work depending on its condition. Get renovation quotes before you commit to a price, not after.
